This past week, we delivered over 4000L of diesel to the island. Even though Race Rocks tries to source its energy from more sustainable practices like our solar panels, often they’re not sufficient to completely power the island. During the dark cloudy days we see so often in winter we rely on our diesel powered generator. Erik Shauff collects thousands of litres of diesel per load in a large metal container from Pedder Bay Marina and delivers it to the reserve by boat. Then we use an electric pump and hose system to transfer the diesel across the island into its holding tank. Pictured above is Misery supervising the process. We also had a whale sighting in the past week. A pod of orcas (with at least one calf) passed through the south side of the reserve on Friday. As always, orcas attract alot of boat traffic. I noticed a cluster of whale watching vessels before the orcas. When the pod moved towards the reserve the whale watchers didn’t follow but instead kept their distance and motored ahead to the next point they calculated the pod to be.

One private boat-owner, however, chased the whales right through the reserve.

The sea lions have moved in! Last night more than a dozen spent their first night on the main rock. Around sunset there were over 20 on rocks across from the jetty and in close waters. About 50-75 are still camped out on North and West Race Rocks.

I’m unsure if it is a coincidence, but the sea lions’ arrival was directly after the elephant seals’ departure. Although there are still 3 juveniles on site, our 2 alpha males and half dozen other seals haven’t returned since Saturday, 4 August.

On another note, a Canadian Coast Guard vessel was tied up to the Rosedale Reef buoy on the edge of the reserve yesterday for a couple of hours late in the day. It’s the first time I’ve seen the buoy being used since my time out here.

On Sunday 37 whale watching boats entered the reserve as well 3 private boats. It’s a lot of activity for such a small area and I wonder about the effects it has on the wildlife. A new 2-deck whale watching ship of Orca Spirit Adventures has a capacity of 200 passengers. I can’t help but think the noise pollution created by this vessel that advertises its indoor dining area and dance floor does harm to the very animals they are in search of.

Seal Pups and traffic

Harbour seals are frequenting the kelp beds regularly with their new pups. I have spotted a half dozen pups so far. Harbour seals (Phoca vitulina) are most often found in estuaries and shallow bays but here in the reserve there are approximately 35 right now. They feed at hide tide and rest during low tide usually somewhere within the south-eastern part of the reserve.

Marine traffic has increased significantly this week. Today, whale watching boats alone exceeded 40 in the reserve and there were around a dozen private boaters as well. In the last post I mentioned the whale tour boats are well mannered though unfortunately speeding between North Race Rocks and Great Race Rocks has become much more common in the past week.

There is a count of 9 elephant seals at the moment, which dropped from 11 earlier in the week. Some, like Misery (our largest male), seem to spend equal time in water and on shore now.

Also, 3 groups of student visitors came out on Monday, Tuesday, and Wednesday for tours to learn about the reserve, its importance, and to get a peek at the elephant seals. The tours were kept brief as to not disturb the gulls who are still rather anxious to protect their young.

 

Marine Traffic and Blasting

Marine traffic in the reserve has increased over the last 2 weeks with vessels in the reserve almost on a daily basis now.  For the most part they respect the DFO’s requested speed limit of less than 7 knots within 400 meters of the rocks.  It appears that the requested marine mammal viewing distance of at least 100 meters generally does not hold much weight, though it is sometimes challenging to judge distances.   There aren’t very many sea lions yet so less incentive to get very close.  While there is a juvenile elephant seal learning to swim in the reserve we are being extra cautious about boat traffic.

Saturday, March 24: 4 vessels including 1 private, 1 ecotour and 2 personal water crafts (PWCs).  The PWCs came into the reserve around 1600 well in excess of the 7 knot speed limit creating a lot of noise and causing the sea lion on the South islands to exit the rocks for the water.  These vessels generally do not carry radios (or if they do they wouldn’t be able to hear them anyway), their ID is next to impossible to see, and they likely are not aware of DFO guidelines.

Sunday, March 25: 3 vessels including 2 eco tour, 1 private.  The ecotour vessel Constance operated by Prince of Whales exited the reserve Sunday afternoon from the South side of the island.  They appeared to accelerate beyond 7 knots within 400 meters of Great Race.  I established radio contact with them on marine VHF channel 79 to let them know and request that they follow the DFO’s guidelines.  The vessel operator believed he been beyond 400 m, I appreciated their cooperation.

Monday, March 26: 5 ecotour vessels.

Tuesday, March 27: Strong E wind and swell, no vessels.  DND raised their red flags to signal blasting.  I went off island to take the station whaler in for maintenance and repairs so did not record any blasts.

Wednesday, March 28: 3 ecotour vessels including one I haven’t seen before, the King Salmon operated by Great Pacific Adventures.  This was the loudest and most polluting diesel vessel i have seen in the reserve, I could smell it on Great Race and it left a haze behind it.  DND blasts recorded at 1004 (heavy), 1009 (medium), 1018 (light).

Thursday, March 29: 2 ecotour vessels.

Friday, March 30: 3 ecotour vessels including one called the Jin Jang I haven’t seen before.

Elephant Seals, Divers

On Wednesday afternoon the elephant seal with double green tags 5086/4665 hauled out again on the boat ramp and has remained around the jetty for the past days.  Today I noticed another elephant seal in the South bay with green tag # 6355.  This appears to be the same one that Mike reported in early January. 

Squall has been over by the fog signal the past two days but made her way back towards the flagpole at sunset today.  According to Pam, Squall turned 9 weeks old today.

Today there were two vessels in the reserve. In the morning Pinnacle Scuba Adventures (they have a video with some nice underwater shots on their site) brought a group out and dove near the jetty.  They paid a visit to the underwater camera and gave the lens a wipe, thanks!

In the afternoon a Prince of Whales ecotour vessel visited the reserve while the current was ebbing into a +25 knot W wind, looked like a bumpy wet ride.

 

Transient and resident orcas and humpbacks!!

Transient & Resident orcas as well as Humpback whales brought eco-tour vessels from all over the Salish Sea to Race Rocks today. 41 vessels were counted as of 15:00. A maximum of 12 vessels were in the reserve at any one time. The manoeuvring and repositioning of 20+ vessels in Race Passage and surrounding the Race Rocks Ecological Reserve was enough at times to drown out the sea gulls and sea lions on Great Race.
The Vancouver-based Vancouver Whale Watching had two boats transit the reserve in pursuit of both orcas and humpbacks. A spokesperson for Vancouver Whale Watching indicated that their vessels do not pursue or chase the whales, they are there to watch them. The Explorathor Express and Explorathor II both entered the reserve from the W (watching whales from behind) as the orcas and humpbacks transited W to E through the N and S ends of the reserve.
The Peregrine, a Washington-based ecotour vessel followed the pattern of the previous two boats.
I am happy to report that local eco-tours showed respect for the Ecological Reserve and did not enter the waters surrounding Race Rocks when the whales were present.
The FastCat vessel however did not wait until it was 400 yards away from Great Race before exceeding 7 knots as it exited the reserve to watch whales as they moved East. There were 41 visitors to the island today.

At 1230hrs PDT a vessel (13K 116013) was observed entering the Reserve under high speed from the west. Within 100 metres of Great Race, the vessel slowed, passed near Rosedale Reef, then turned around and sped back out to the west under high power.

Mid-afternoon, a vessel was spotted drifting into the NW side of the Reserve while fishing. The vessel departed after about 10 minutes.

At ~1515hrs PDT a red eco-tour zodiac (company name not visible) transited the main channel from E to W at a speed greater than 7 knots and fast enough to keep the vessel up on a plane.

At 1533hrs PDT a floatplane passed from E to W over the north side of the Reserve.

At ~1600hrs PDT a whale watching vessel approached closer than 100 metres to a California sea lion hauled out near the derrick. The vessel was actually within the kelp bed off the rocks. Upon sighting me [Adam] the vessel backed off and sped through the main channel to the west. After passing between West Race and Middle Race, the vessel throttled up well within the limits of the Reserve.

Orcas again

Mid-morning (exact time n/r) a small aluminum vessel with 4 persons on board entered the main channel and transited W to E to the NE corner of Great Race at which point they proceeded to throttle up, maneuver around the kelp beds and out of the Reserve.
At 1350hrs PDT an aluminum vessel with 4 persons on board was spotted fishing in a line drawn directly westward from North Race. A license number was not recorded.
At 1357hrs PDT a vessel was spotted transiting the west side of the Reserve at high speed (14K 27490).
At 1357hrs PDT a fibreglass vessel (WN 0516 NH) was spotted fishing on the W side of Great Race within the limits of the RCA. This incident was reported to the DFO Fisheries Violation Reporting Hotline.
Ecotour infractionAt 1425hrs PDT a pod of orcas passed over Rosedale Reef from E to W. A whale watching boat(red/orange RHIB, name not visible)previously outside the Reserve and following the whales, approached within 100 metres of the pod and followed the whales into the Reserve. As the whales passed through the Reserve, the vessel headed south towards the green buoy but ultimately passed on the Reserve side of the buoy. This action is in violation of the PWWA guidelines stating that eco-tour vessel operators must not follow whales into the Reserve. Photos of the incident were taken.
At 1430hrs PDT, Chris, Garry, Andrew and son, two photographers and an employee from the Development Office arrived at RR for a tour/meeting.


There were 7 visitors to the island today.

Orca and whale watchers

Orca: ‘Several orcas -not sure on the numbers) passed by the north side and the south side of the Reserve this morning. As is typically the case, they were pursued by a flock of 10-15 whale watching boats. Many of these boats sped through the outskirts of the Reserve to reach the whales and then returned later to view other animals within the Reserve. At one point, at least 5 boats surrounded a Steller sea lion on the eastern point of West Race.’, ‘adam’, ’14:53:53 ,

A) Pacific Whale Watch Association (PWWA) Specific stakeholder recommendations: Ecotourism & Education

We have included “Education” as part of our mandate because our 32 member companies consider Public Education to be the foundation of support for conservation and stewardship: People will save what they love, and our tours offer them the best opportunity to get to see, know and fall in love with this ecosystem.

In the initial round of meetings from 1998 through 2001, the responsible wildlife viewing community (made up mostly of members of the then Whale Watch Operators Association North West (WWOANW)) was able to convince most other stakeholders that we could operate within the boundary of Race Rocks Ecological Reserve with negligible impact, with special attention to avoiding disturbance of the marine mammals and birds there.

WWOANW worked closely with the Eco Warden, Pearson College and DFO to develop viewing and vessel operation guidelines specific to Race Rocks Ecological Reserve. This adaptation was in addition to and not in place of our other detailed Best Practices Viewing Guidelines for various species. The unique topography and bathymetry of Race Rocks necessitated these changes.

For example, while it has long been our aim to stay 100m away from Marine Mammals, especially pinnipeds that are hauled out, the main channel through which we can navigate at Race Rocks is less than 200m wide. As there are often sea lions on rocks or islets on either side of the main channel, it is only possible to be 75m away from both shores. The agreed upon protocol included (i) Staying in the centre of the channel; (ii) Travelling with the current as a way of minimizing both sound and wave action; (iii) Travelling at a speed that minimized wash; and (iv) Keeping passengers still as movement can disturb both birds and pinnipeds.

“Race Rocks

  1. Vessels will slow their approach to Race Rocks such that speed at 1/8th mile (220 yards) from any rock or landmass is reduced to minimal wake and wash, when practical. This Go Slow Zone extends 800 yds/m around every rock and landmass in the Race Rocks area.
  2. Vessels in the Go Slow Zone will remain as close to mid-channel as is practicable between the major rock outcroppings known as North Race Rock, West Race Rock and Helicopter Rock.( ed note: this is Middle Islands)
  3. While in the Go Slow Zone vessels will transit the area with the current whenever conditions are suitable to do so.
  4. Vessels will remain outside all of the Go Slow Zone whenever Resident, Transient or Off Shore Killer Whales are present.”

We recommend that access to Race Rocks by wildlife viewing companies operating in a responsible manner be maintained. We seek Federal, Provincial, Regional and Local Governments support and assistance to promote and increase public awareness of the ecological significance of Race Rocks.

Federal, Provincial, Regional and Local Governments can maximize the educational value of and public support for Race Rocks and other MPA’s by showing how much all levels of government care for these precious natural resources. This is a wonderful opportunity to explain and promote Canada’s Federal Marine Protected Areas Strategy.

(B) Pacific Whale Watch Association (PWWA) Shared recommendations

Boundary: As noted in PWWA’s Best Practices Guidelines, we consider what we call the “Go Slow Zone” to be the practical boundary for our operations and it extends out “800 yds/m around every rock and landmass in the Race Rocks area”. PWWA, therefore, gladly accepts the proposed Boundary as long as access in a responsible manner under a set protocol is allowed.

Restrictions and Accepted Uses: PWWA sees no reason that the uses currently allowed cannot continue.

Ongoing Science: The Boundary, Access, Restrictions, etc. must be adaptive, adjusting as new information on biomass, water quality, climate change, etc. becomes available. The first major research project will be a continuation of the cataloguing that Lester B. Pearson College has begun, and the recording of baselines for species populations, water quality, etc.

PWWA, as an association representing commercial ventures, realizes as much as any organization that such changes could have negative financial consequences for our members, but our membership remains committed to education and conservation as our primary missions.  But we also understand the effectiveness of our educational and conservation impact would be diminished by any restrictions to access. Where reductions in access are contemplated, mechanisms will have to be put in place to assist in transition of our members.

Relationships with First Nations: Mutual respect and a willingness to learn from each other must always be the hallmarks of our relationship with First Nations. We believe that formal details should be a matter of government to government negotiations.

Role of other government agencies: There are no walls or floodgates around Race Rocks, nor is there a ceiling or roof. We must be careful to get cooperation from all municipal, provincial and federal agencies to monitor and limit impact from all potential man-made events (e.g. Oil Spill, Increased Commercial Fishing in Juan de Fuca Strait, Seismic Testing, Increased airplane traffic, etc.) and natural events (e.g. virus or infection in sea lion population, relocation of prey due to Climate Change, etc.)

Overall profile of the MPA: Clearly there will be a balancing act between singing the praises and raising the profile of Race Rocks, and maintaining its integrity as an untainted ecosystem.

Protection: We foresee that greater education of students and adults will foster even greater respect for Race Rocks. Responsible stakeholders will continue to be strong advocates of Stewardship and Conservation and our presence will continue to be an efficient way to monitor human interaction, animal behaviour and changes.

Finances: This is where the business side of PWWA rears its head. We do not wish to see a major expenditure of government funds or any attempt at recouping those costs if there is no measurable increase in the conservation or stewardship of Race Rocks. A worst case scenario for us would be a massive build up of bureaucracy and expenses but only marginal improvement in how Race Rocks is promoted, operated and protected by the Federal Govenment.

Pearson College has done a magnificent job on a shoestring budget. While that is clearly not sustainable in the long-run, there are lessons in efficiency that Pearson College can provide. We see the long-term financing of Pearson College so that they can continue their work in concert with additional services from the federal and provincial government. Pearson College knows from experience what works and what needs attention. DFO should ask and listen.
